
The United States Postal Service (USPS) Thursday informed the Office of Personnel Management (OPM) that it plans to temporarily suspend its employer’s contributions for the defined benefit portion of the Federal Employees Retirement System (FERS) to “conserve cash and preserve liquidity due to its ongoing, severe financial crisis.”
According to USPS, the agency pays about $200 million every other week to OPM for the FERS annuity. Suspension of payments, effective April 10, will free about $2.5 billion in the current fiscal year.
“There will not be any immediate detrimental impact to our current or future retirees if normal FERS cost payments are temporarily withheld,” said USPS Chief Financial Officer Luke Grossmann. “The risk to the Postal Service and the American public from insufficient liquidity for postal operations dramatically outweighs any longer-term risk to the pension funds from not making the currently due payments. We will continue to transmit to OPM employees’ contributions to FERS and will also continue to transmit employer automatic and matching contributions and employee contributions to the Thrift Savings Plan. It must be noted that our pension systems remain much better funded than other agencies.”
USPS has used these cash conservation methods before since it has had billion-dollar net losses nearly every year since 2007.
USPS Postmaster General David Steiner warned members of the House Oversight and Government Reform Committee on March 17 that USPS would is to run out of cash in less than 12 months and that Congress needed to take action soon.
Specifically, a GAO report in March stated that:
“…USPS continues to be in poor financial condition. It has lost money every fiscal year but one since 2007 (see figure). While accumulating $118 billion in net losses over that time, USPS has maintained enough cash reserves to continue operations. It has done so in part by borrowing from the U.S. Treasury the maximum $15 billion it is allowed by statute and by either not making or only partially making required annual funding payments towards its liabilities for retiree health and pension benefits. With billions in new expenses expected by 2031, USPS’s financial condition is at a critical point.”

FERS employees have three parts to their retirement benefit — the FERS annuity, the Thrift Savings Plan, and Social Security. The Postal Service and employees make contributions to FERS, TSP, and Social Security. The Board is only suspending employer payments to the FERS annuity. All other payments — employee contributions to FERS, and employer and employee contributions to TSP and Social Security — will continue.
