
Many federal retirees and annuitants have been waiting for weeks to receive their 1099-R form that reports their 2025 retirement income from their CSRS or FERS pensions.
Last week, OPM reportedly sent an email to federal retirees (who asked for a printed copy of their 1099p-R forms) that the paper form of those documents were being sent out the week of March 9, and would be delivered in 3-5 days. If retirees did not receive the form by March 18, they should email OPM’s retirement services at requests@opm.gov.

Additionally, OPM’s director Scott Kupor posted a message on X on March 10 stating:
As part of our digital-first customer support modernization at @USOPM, we notified annuitants starting in November of last year that 1099-R’s can now be downloaded at http://servicesonline.opm.gov. While ~93% of our annuitants have downloaded their docs or received a mailed copy, we recognize that some of you have not yet received your physical copy. If you requested a mailed 1099-R, they are all going out this week. If you do not receive your copy by mid-next week, please email us at requests@opm.gov so we can make sure you are all set for tax filing season. Thanks.

Numerous federal retirees have been issuing complaints about weeks of delay in receiving necessary tax forms to file their 2025 income taxes — notably IRS From 1099-R that reports the retirement pension distributions for CSRS and FERS.
OPM recent years, OPM mailed the 1099-R forms by the end of January. But due to a policy change last year to modernize its Retirement Service operations, federal retirees and annuitants who have an email address in their OPM online log-in account would only get a digital copy of the form 1099-R unless they specifically request the paper copy be mailed to them.
A letter on March 2 from a group of a group of Democratic lawmakers urged OPM to address the delays.
“We have heard from numerous constituents who still have not received their Form 1099-R or annuity statements, even after waiting well beyond the maximum two-week delivery window communicated by your staff,” the House members wrote yesterday in the letter to to OPM director Scott Kupor.
