2027 FEHB Plan Comparison Tools, Brochures, Premium Rates

October 27, 2026 My Federal Retirement

The Office of Personnel Management (OPM) has released its 2027 Federal Employees Health Benefits (FEHB) plan comparison tool.

  • Open OPM’s 2027 plan comparison tool, enter a ZIP code, and it lists the plans available there.

COMING SOON!  2027 FEHB Plan Cost Explorer Tool  (free)

While the OPM comparison tool (above) displays the premiums for each FEHB plan,  our new free 2027 FEHB Plan Cost Explorer  will show:

  • every FEHB plan available to you with the 2027 premium
  • the dollar and percent change from 2026
  • the annual cost
  • how much of the premium the government pays
  • and a worst-case year that adds the out-of-pocket maximum

It’s a free companion to OPM’s tool, and will be released before Open Season (Nov. 9). Click here to get an email alert the day this new tool is available.

FEHB premiums are going up for 2027, but not by the same amount in every plan. Average enrollee premiums are rising 10.9%. Self Only coverage in Blue Cross and Blue Shield Standard Option rises 8.7%, FEP Blue Focus rises 11%, and GEHA High Option falls 14%. Staying in the same plan on autopilot can cost hundreds of dollars more a year than a plan that changed in the other direction.

What OPM’s 2027 tool shows

For a ZIP code and enrollee type, OPM’s results page lists each plan’s enrollment codes for Self Only, Self Plus One, and Self and Family, with four figures for each:

Claim Social Security at the wrong age, and the cost is permanent

Claiming too early can lock in a smaller check for the rest of your life — and there’s no do-over. This workshop lays out the real math behind timing it right, alongside everything else on your path to retirement. Get the details at a free FedImpact Workshop near you.

  • The enrollee premium for the pay period selected
  • The annual deductible
  • The annual out-of-pocket maximum
  • The medical account (health reimbursement arrangement or health savings account) contribution, where a plan has one

Results can be sorted by premium, annual deductible, or annual out-of-pocket maximum, and filtered by deductible and out-of-pocket maximum. The page also lets users select up to three plans to compare in more detail. OPM states that benefits shown are for in-network services only, and that the tool is not the official statement of benefits.

Using OPM’s tool well

  • Enter the home or work ZIP code. An enrollee must live or work in a plan’s service area.
  • Choose the enrollee type and pay period that match your situation, such as active federal employee paid biweekly or annuitant paid monthly. Premiums differ by enrollee type.
  • Check all three enrollment types if the household might change. Self Plus One can cost more than Self and Family in some plans.
  • Look at the deductible and the out-of-pocket maximum next to the premium. The lowest premium often comes with the highest out-of-pocket maximum.
  • Read the brochure for each plan on your short list. The brochure is the official statement of benefits.

Before Open Season

Use the plan-by-plan changes for 2027 to see which plans changed, the 2027 FEHB premium rates for the full rate tables, and the FEHB Open Season dates for the enrollment window. Postal Service employees and annuitants use the Postal Service Health Benefits (PSHB) Program, with rates on the OPM PSHB premiums page.
