House Passes 2020 Federal Pay Raise

In a 224-to-196 vote Wednesday that fell mostly on political party lines, the House passed general government and financial services appropriations legislation (HR 3351) containing an average 3.1 percent federal pay raise for civilian workers in 2020.

The pay raise includes a 2.6% base pay increase plus an additional 0.5% increase in locality pay.

If the legislation passes the Senate and signed into law, it would override the White House’s proposal to freeze federal pay in 2020. It would also be the largest pay raise that federal employees have received in ten years.

The Senate, however, has not put forward a spending bill for next year, so it is uncertain whether it would agree with the House’s pay raise proposal or the White House’s recommendation of a pay freeze for 2020.
